THIS IS A LEATHER BELT STRAP WITH 18 BELLS THAT WERE PROBABLY USED ON A HORSE OR SLEIGH.

This is an old  belt or strap of horse sleigh bells.  It doesn't lie down perfectly flat or with all the bells in the same direction when flat, but all the bells will go in the same direction when the belt is on it's side.  On the back, you can see where the bells were re enforced at one time to keep them secure, or maybe this is an old folk art piece where someone made it like that.   There is wear, discoloration, minor dirt and some minor cracks to the leather.  The bells themselves have tarnish and discoloration.

Measurements are about 33" long by 3/4" for the width of the belt.  The bells are about 3/4" by 1".
